There are many military centrals (Monte-Batolo, near Airolo; Lavey, near St Maurice; Sargans (SG); Gletsch; Bern...). The labels for the telephone cables are bicolors. The DMF (technical department of the Information and Security Section of the Staff Organization) lends its material to the cantons, the towns, the security and the federal police forces mini spies (15 request). The security service from the army (technical section SSA) has phone-tapping equipment, but it is only used for practise and training purposes (the last five phone-tapping operations were carried out in 1988 by the military law). It was also borrowed. The management commission declaration is false : in May 1991, the DMF admitted that they had recorded phone calls from private handies "C" because their frequencies were similar to theirs until 1990.
Double, triple official phone-tapping? The Swiss military service never communicate on TELECOM phone lines. Of course, everything was deleted. The DMF, according to themselves, only monitor the telephone traffic. In 1986, Peter Bodenmann, who was a journalist before being the president of the socialist party, had his phone tapped at the request of the DMF and the judge Edwin Weyermann, from the military court of Cassation, for he had written an irrelevant military article anonymously . The federal law of the 23rd June 1950 about the protection of military documents states that they are taboo, be they known or not (photography included). The article 267 of the penal code, which is very democratic, and which does not make the difference between the journalist, the spy, or the traitor, makes things even more vague.
The military court of Cassation goes even further. A secret can be something worthless for the state (Walther decree). This notion of secrecy is exaggerated of course. But it is adequate according to Mr Alboth's murders in April 1990, an ex-GRS or from Zurich (Zumikon), and Mrs Anne-Marie Rünzi in January 1976. The GRS has a direct access to the TELECOM TK. The military recorders from Payerne which are located behind the control tower in the lower ground floor, receive civil lines; which is normal.
It is interesting to note that the acquisition of information does not fall within the competence of the SSM (Military Force security service), but within the competence of the federal , cantonal and local police forces. Since the Bachmann case, a large part of the information collected by the military force was then recovered by the federal police : Michek Babey, Rudolf Bigler, Urs Blasi, Charles Corbat, Karl Denkinger, Mathias Derungs, René Gailloz, Werner Glarner, Christian Hoffman, Julian Jenny, Pierre Jordan, Hans Knaus, Marcus Kunz, Jean Kurth, Fredrich Leuenberger, Jean Lugon, Pierre Marchesi, Arnold Nef, Armando Parzani, Marin Peter, Fritz Renggli, Hans Ritter, Jakob, Ruemmeli, Ulrich Schaub, Ernest Scheiben, Walter Schillinger, Helmut Schmid, Armand Schuwey, Alfred Sollberger, Francis Tharin, Hans Vogt et Hans Zweifel.
These public officials have several responsabilities (Mr Jordan was a member of the BUPO in charge of the cantons of Vaud and Geneva, and ordered TK; he is - or was - a police captain in Geneva), and all of them have access to TK.
The formal person responsible for federal phone-tapping in the TELECOM, is the colonel of the transmission troups, Raphaël Oberson, who hides himself into two divisions at the Viktoria-Strasse 21, in Berne, and the S-409 office. In Switzerland, military competences are automatically linked with civil promotions. Thus, a particular young lieutenant from Verbier was surprised to climb the professional rungs very rapidly, without having been asked his opinion. Nowadays, he sells hang-gliders. This system implies that any Swiss individual is a militiaman, patriotic and "converted" in order to match with the mould, so that he feels good within the popular police, (social control).
Mr R. Oberson and his numerous colleagues do not control the TK system any longer, as this administrative form of phone-tapping becomes illegal, since they are transmitted to non-authorized third parties or to various countries (Germany...). What type of phone-tapping does Mr Oberson carry out in the army? TK is carried out in the military force, but it is on the decline and it is punctual. If nowadays TK protects the investments and money launderings by the organized crime, in what measure has TK in the Swiss military force in 1940-1945 informed the Antichrist, that is to say the Nazis. The colonel-in chief from the GRS (military spying), Roger Masson, was General Guisan's assistant. On the 3rd of March 1943 in Bilgen, he organized a patriotic meeting between the General Guisan and the SS officer Schellenberg (Himmler's collaborator). He made declarations to the military staff in 1943 : "I regret that the French and Polish refugees should be treated in Switzerland as tourists. They could spread some information against the interests of the Germans. I suggest that they should be sent into camps far away from the cities". And in 1944 : "I'm afraid that there will be more and more refugees who could be indesirable, military speaking." In 1945, like the corrupted policemen, he helped Shellenberg to flee via Switzerland.
Unfortunately, this is a topical subject.
The delivery of technical material to third parties by the DMF is rumed by the order of the 30 th September 1991. The federal Council should require the Information and Security Department to say when the material that has been borrowed is given back.
